Shelly is the first brawler you unlock when you download Brawl Stars. She has a simple kit, but effective, best used for countering tanks and other close-range brawlers with her high point blank damage and decent range.

Shelly's main attack is a basic shotgun blast, with a fast unload speed dealing high damage at point-blank range, and tickling the enemies at long range. Her attack is still pretty useful at long ranges due to it charging her super.

Shelly's super is just an upgraded version of her main attack, working the same way, except it has more projectiles, breaks walls and bushes, and knocks back enemies. This knockback is very useful, as the enemy is essentially stunned for a moment, allowing you to get another main attack off. The wallbreak is also very useful, allowing for easy goals in Brawl Ball if you pass the ball towards a wall near the goal and immediately super. It can potentially backfire though, since Shelly relies a lot on walls and bushes. But by far the best use of it is at point blank range, where it does tons of damage to any brawler, knocking them back as well to make them unable to retaliate until it's too late.
Gadget 1: Fast Forward
"Shelly dashes to an aimed direction or forwards, fully reloading her ammo!"
Cooldown: 20 seconds
This gadget is a solid gadget for Shelly, giving her additional mobility and allowing her to fully reload her ammo. The reloading ammo helps her unexpectedly fully reload, unloading much more damage. It more heavily focuses her kit on countering tanks, overall making her good matchups even better.
Gadget Buffie
"Take no damage while dashing."
Shelly's gadget buffie provides another form of utility with Fast Forward, giving her immunity while dashing. It is only for a short time, but this immunity can be huge in allowing her to tank incoming shots and outplay opponents with all of its effects.
Gadget 2: Clay Pigeons
"Shelly focuses her fire to a smaller area with an increased range. Can be used 3 times per activation."
Cooldown: 18 seconds
This is also a good gadget for Shelly, being able to shoot 3 long ranged shots that can deal decent damage. It is best used to finish of kills on enemies that are retreating or to charge up Shelly's super.
Gadget Buffie
"Attacks slow enemies. Increases duration with each hit."
Shelly's gadget buffie for Clay Pigeons allows it to slow enemies, with the duration being based on how many projectiles connect, half a second for each projectile. This makes Clay Pigeons great for slowing enemies from a very long range, however it doesn't deal much damage, making it best to have Shelly's teammates follow up to secure the kill. However, this does require good communication and coordination to use effectively.
Star Power 1: Shell Shock
"Shelly's Super shells slow down enemies for 2 seconds!"
This is a solid star power for Shelly, leaving enemies even more vulnerable after getting hit by her super. This star power also combines very well with her Clay Pigeons gadget, as it allows for easy long-range snipes, delivering massive damage.
Star Buffie
"Using patented Draco Dragonbreath shells, Shelly leaves a burning area with her Super."
This buffie allows Shelly's super to leave 3 burning areas towards the edge of its range, dealing damage to enemies who walk over them. However, the areas are relatively small, easy to avoid, and don't deal much damage, essentially making this buffie almost useless.
Star Power 2: Band-Aid
"When Shelly falls below 40% health, she instantly heals for 2340 health. Band-Aid recharges in 15 seconds."
This gadget can massively increase Shelly's survivability, healing her when she gets low after charging up. It is better in more long-range scenarios, where you will be playing more passive, giving time for the band-aid to recharge. It increases her survivability and can deliver an unexpected amount of healing, making the enemy realize they might not have enough ammo to kill you.
Star Buffie
"Gain 15% movement speed for 3 secs."
This buffie gives a large movement speed boost for Shelly once Band-Aid activates, which can be very helpful at the right time for Shelly to either get closer to enemies or disengage from combat. However, it is hard to activate at the right time since you need have Band-Aid charged up and get below 40% HP, making this buffie not too reliable, but effective if you are lucky.
Hypercharge: Double Barrel
"Super Shell is 33% larger."
Charge rate: 3 and 1/3 supers
Shelly's hypercharge increases the number of projectiles in her super, allowing her have more coverage and damage with it, as well as it being slightly easier to cycle. It a very average hypercharge, with decent buffs all around, and a slightly slower than average charge rate.
Hyper Buffie
"Main attack projectile speed is greatly increased during Hypercharge."
This buffie increases the projectile speed of Shelly's attacks, making them much easier to hit on enemies who are farther away. However, you don't often want to be using Shelly's attack at long range, as it deals little damage. Overall, this buffie is mainly used for the 2 seconds extra hypercharge duration to allow Shelly to get more supers during her hypercharge.
Gear selection:
Shelly's best gears are speed and damage as she is a close range brawler who like to hang around in bushes. The speed gear gives her much more mobility in bushes, allowing her to more easily jump enemies. The extra damage at low health from the damage gear is very helpful, and both of her gadgets are very good, making the gadget gear good as well.

Best Matchups:
Shelly's best matchups are against tanks and other close range brawlers. She counters Mortis, Edgar, and Doug the hardest since they all have to be pretty much on top of Shelly to deal damage to her, and she can easily kill them with her super, since they have no way to crowd-control her.
Best Counters:
Shelly's best counters are brawlers that can easily push her away or outplay her around walls, such as Surge with his super and higher range when he is leveled up, and Gale with his various crowd control methods. Nita is also one of her best counters because of her higher DPS at medium range, her superior wall-peeking, and her bear, who can tank Shelly's shots very well since she can't get up close to the bear without taking unnecessary damage.
Best Game Modes:
Shelly's best modes are Brawl Ball, Gem Grab, and Solo Showdown. She is very good in Brawl Ball due to the abundance of bushes in these modes that Shelly can use to her advantage very well. She is particularly good in Brawl Ball because of her ability to easily score and defend with her super. She is also very good in Solo Showdown because she can counter many of the assassins and tanks that are played there.
Tips and Tricks:

Use bushes and walls to Shelly's advantage, as she can use them to get closer to the opponents to deal more damage.

Use Clay Pigeons gadget at the start of the match to get Shelly's first super. After getting her first super, she can cycle it very well with its knockback and quick recharge.

Shelly is a very good goal scorer in Brawl Ball due to her super both breaking walls and knocking back enemies. She can shoot the ball and then shoot the enemy or wall in front of her, and score.

Comboing Shelly's Clay Pigeons gadget with her super and her Shell Shock star power to get an almost guaranteed kill on enemies that are farther away.

If you have a good matchup against an enemy, they will likely not want to engage with you, so you can force them back just by moving in their direction, and either force out a pinch or get key map position.

Shelly's super doesn't actually pierce through walls, rather the projectile doesn't exist anymore after breaking through a wall, so you will deal less damage against brawlers on the other side of a wall.

With her gadget buffie, Fast Forward can provide three forms of value in its dash, reload, and invincibility. Since the gadget has a relatively long cooldown, try to get value of at least two of its aspects to not waste the gadget's potential.

Since Clay Pigeons has 3 uses, you want to try not to wait a long time between uses to start its recharge quicker, allowing you to use it more often throughout the game.
